Budgies/Should I get a budgie?

Question
I was thinking about getting a pet budgie, but I have cats. The budgie would be out of reach of them in its cage, but it might not be outside its cage. I also had hamsters outside and on the floor with the cats, even turned away for some time, and the hamsters were completely fine. Is it okay to have the budgie out to play (with clipped wings) even if the cats are around? Or should I only play with it in a room without the cats?

Answer
DO NOT let a bird with clipped wings [Or any bird for that matter] out of the cage with cats. When a cat sees a bird its instincts kick in and it will 95% of the time attack the bird. Please take your bird into another room when you clean the cage out and when you hold it. It will be in the best interests of the bird.
If a cat got to it the only thing that it would take to kill it would be a swipe of the paw a bite to anywhere on the body.
