Question
my budgie has picked most of her feathers around by her tail out and there is a lump just underneath the wing by the tail please help.

Answer
Forgot something as soon as I hit the send button.  This could be an infected/impacted preening gland.  Vet needs to look at it to determine what treatment is needed.  A preening gland contains a product the bird uses on his feathers when s/he preens.

I recommend you call a certified avian veterinarian for medical assistance.  If this is a lump, the vet needs to determine what it is and treat accordingly.  This is likely why the bird has picked the feathers out.
