Question
my female budgie seems otherwise healthy but has a weird lump in the side of her
neck, what is it and what should i do?

You need to get your bird to an avian veterinarian ASAP for an evaluation of this lump. Not a cat/dog vet, but a certified avian veterinarian. From your description, this could be many things, so it's best to have an avian vet look at it in order to diagnose the problem.
