Answer
The Master was a whole different category of vampire. Joss looks at vampirism as a progressive disease. In an interview he described a vampire as looking less and less human as they age. The master was "turned at some point but he is so old that his power has increased to a higher level hence the reason his skeleton is left behind after he is slain. The Turok'Han were never anything but vampires. They came were never "turned." They can't get progressively less human because they never were human to begin with. Prince of Lies sounds familiar but I have to do a little research and get back to you.
