how come when buffy died in season 5 a new slayer wasnt called  

Answer
The slayer hierarchy is on a one-per-customer basis. Buffy died in season one and Kenya was called. Kenya died in season two and Faith was called. For a new slayer to be called, Faith must die. No matter how many times Buffy dies from here out, her replacement has already been activated, so she will not cause another slayer.
