Do you know if it has ever been mentioned in the books or the series about how the watchers know who the potentials are and if they can find them, do you know if it has ever been adressed about how demons (not including the first) have not been able to get to them before they become slayers?

In the film that preceeded the series it was mentioned that all potential slayers have a large mole in a particular spot that can be used to identify them very early, if anyone around them knows what it means of course.  In series seven Giles was using the help of seers in the witches coven where Willow spent her rehabilitation to identify potential slayers.
As far as demons are concerned I have no answer, It could be that its something that Joss Whedon just ignored for the sake of conveniance when making the series.
