does my vent fan in the bathroom have to run from the outside?

Answer

Yes (I assume you mean "to the outside").

Furthermore, many jurisdictions require round metal as opposed to flex (and certainly none of the  white plastic flex I call "Dryer Hose").

If you intend the fan to work effectively, install duct one size larger than the fan outlet.

I always oversize the Master Bath fan, to draw air through the Master Bedroom at night when it's cool outside with a Master Bedroom window partially open. Cool face, warm body...great sleeping!
