Question
I live in an old apartment building in NYC.  I'm trying to mount blinds onto the windows but can't seem to get through the metal flashing on the frames.  The entire framing unit appears to be metal that is approx 2 millimeters thick.  I've bent any nails I try to put through for guide holes and my drill bits can't seem to make it through either.  Is there a simple solution that I'm missing?  Thanks.

Well, I think the simple solution would be to install the curtain some other way or some other place.  I don't usually install anything directly to the window frame, but rather to the plaster/drywall at the head of the window, side, or interior wall surface.  Fastening to these can be problematic and nails will seldom work.  You are entering the mysterious world of plastic anchors and screws and toggles.  If it is a metal framed window it might require drilling a lead hole, but this may need landlord approval.

If the window frame is the best install see about getting two small blocks of plywood to glue to the window frame.  A blob of silicone can work quite well at this, though you are subject to the adhesion of the paint. You will need to let it cure 24 hours and it may need a prop or tape to keep it there till it sets.
