Question
If it was your home & you planned on living there for 25 + years,Would you traet rust chemicilly & paint? Or would you remove corner bead & restucco? Or remove corner bead,replace with pvc bead then restucco?

I assume this is exterior work because you use the term stucco.

The original beads should have been and probably were galvanized.  You apparently have hit the life cycle of the galvanizing.

Any time you reperform any surface applied finish, it is very difficult to match finishes.  This is true for texture on drywall on the inside, and it is just as true on the exterior.  Often the best solution is to plan on applying a fresh texture on the entire wall or  room on the inside.  This is justs as true on the outside, though you are talking about a lot more surface on the outside.

If it were mine I think I would scrape, spray on some rust converter, and let it be.
