Building Homes or Extensions/elevation of crawl space

Question
Hello, my home was built with a very deep crawl space. I need to fill the crawl
space up to 2.3 ft in order to get a reasonable rate with the flood insurance. The
sub pump would also need to be brought up. Any advice on who to contact to
tackle this and what steps that need to be taken would be greatly appreciated.

This is a labor intensive project to perform.

In addition to the fill you might consider a visqueen or other vapor barrier covered with several inches of sand to protect it.  

The sump pump is no big deal.  A competent handyman type or a plumber can do this part.  The labor of dragging dirt in will require at least 2 men.  It sounds like you don't intend to do any of the work yourself so I think you should seek a very small builder or a handyman type service.  Explain what you want but be very aware this is not a normal request and it is pure manual labor.  This is the type work where "undocumented alien workers" excell and make so many complain.
