Building Homes or Extensions/insulating cement blocks

Question
what would be the most cost effective way to insulate a cement block wall from the inside.

Vincent, too many variables.


What do you expect for a finished surface?
Will there be elctica work or plumbing work involved?
Is the plumbing and electric already there that will need to be extended?
What type windows if any?


Some ideas:

Rigid foam installed with z metal furring.
Foam filled block.  This would require a small hole in every block cell, but would provide the best R and air infiltration barrier.
New stud wall (wood or metal).  An 1 1/2' metal stud wall would allow electrical rough in, plumbing work, and space for fiberglass batts.
