Question
I want to build a 32'x24' garage. I don't want to use
trusses. What size ceiling joist should I use? I may want
to use the space for storage later on.

Johnny,  you either need to use trusses or you need a beam down the center of the garage.  Here is a span table that is fairly easy to use:

It does say that if you use select structural Douglas Fir 2x12 on 12" or  southern yellow pine 2x12 on 12" centers you can make it with 30 pound loading.  I still think you should price compare with trusses designed for storage.  You could also look at LVL, silent joists, or trussjoists.
