Question
my garage is a slab on grade and i want to convert a part of it to 'interior' heated space for a washer/dryer/mudroom.  would i need to add a perimeter foundation?  why?

This depends on your climate and the depth/extent of frost in your area.  

If you are in a northern climate, then potential frost heaving of your slab could damage your pipes and other finishes.  Also, depending on your location, your uninsulated floor could be a source of frozen pipes and major energy loss - unless you build it up with an insulated,  treated wood platform.

In the south, many home and other buildings are built as slab on grade with no problems.

I suggest you talk to a couple of local contractors for their suggestions on what is practical in your area.
