Question
Hi: I am building an ICF house with a walkout basement on lot that will require much fill trucked in, so I will only be clearing back the top soil, and then pouring the footings on grade. My test pit report indicate the following;
0 to 30cm (12") Top soil: organic
30 to 61 cm (12" to 24") Subsoil: medium brown, silt and clay
61 to 122 cm. (24" to 50") Light grey brown silt and clay with gravel.
The water table was below on metre (39")
My question is can this type of soil support the type of structure I plan to build, and will the standard 24" x 8" footings be sufficient.

This is really a question for a soils engineer.  Organics and clay are not great load bearing soils.  The water bearing table presents even more problems, though may not decrease the load bearing of a dense gravel.  It would be best to find the depth of shale or other bedrock condition.

There are alternate footing designs including pier and grade beam.  I would not be able to decide what is appropriate from here.  YOur core boring company should indicate estimated load bearing capacities or have engineers to help.
