i am a loan officer refinancing a clients mortgage and they got an appraisal done on the home.  the appraisal mstates that there was some dampness in the basement.  underwritting has asked me to find a structural engineer in the waterloo ner york area give a simple report on the basement.  i have called everyone looking for someone to complete a report for me.  do i need a structural engineer for this propblem or someone else?  please help.

I have no idea why they would need a structural engineer for this.
I'm in Maine, and have no knowledge of the state/local codes where you are.
I would argue the point, if there is time... otherwise I guess you could go to your local code enforcement officer and present him/her with your dilemma.
