Question
is it ok if i built a concrete building 30 ft high 3 floor each floor is 10 ft with a foundation of 16 inches by 6 inches 14 pcs waiting for your reply

I think you are asking if a footing 6" thick by 16" wide will hold up a 3 story concrete building.  I don't understand 14pcs.

Footing design requires figuring the total live and dead loads for the entire building and determining maximum point loads imposed by these weights.  The soil bearing capacity needs to be determined - bedrock will hold up much more weight than a swamp.

My initial reaction would be that you are not any where close to the required footing size or depth.  At a minimum, the footing must go deeper than the frost line where you are.  Most full concrete structures use pier and grade beam foundations rather than spread footings as the loads often exceed the bearing capacity of the soil.
