do you need a permit when enclosing a carport

Answer
The question really needs to be answered by your local AHJ - authority having jurisdiction.  Call the local building department.

Here is what you will probably be told.  If it is to be an enclosed space and absolutely if it is to be part of your living space, it will need to be permitted.  The first hurdle you will encounter is that it will require a footing below local frost line, it would be a rare carport that had one.  If it was designed as an exterior space, I would assume the pavement has 1/4 in 12 fall or more which will be awkward for living space.  If there will be any electrical work, plumbing work, heat and air work, structural work, foundation work, yes, it will need to be permitted and inspected.
