Building Homes or Extensions/water damaged rotted wood

Question
This wooden frame house has some wood underneath that needs to be replaced.  How do we fix that to code?  The leak damage was caused by a water heater.  The kitchen floor is out.  Do we run beams on both sides of the rotted wood?  Thank you for your help.

Answer
Hi Barbara,
Wow, a thankless job!!
I think you should put in new floor joists and get rid of the rotten
ones, they could pass the rot along to the new if you don't. Also, they will have an odor as well as mold (allergies).
Anything else?
Best of luck,
Dave
