Hi I have just put down new paving stones in my back gadren but the builder has not done the pointing right, they have done the cement all over the paving stones what can i do? please help

If the stones are porous, and I'm sure they are... the mortar has penetrated the stones and you have a job on your hands.
The best way is to use a muriatic acid solution and follow the instructions on the label. It will take a lot of rubbing/brushing and you still may see the stains.
It sounds to me like the bvuilder has some responsibility here...
