Building Homes or Extensions/Bottom Plate

Question
My neighbor's house was recently flooded (Iowa) in June. They have lifted their house and are getting ready to set it on the new foundation walls. They have run the bottom plate using untreated pine 1x6. Shouldn't this be treated would because it is in direct contact with concrete?
