Building Homes or Extensions/Adding footing to carport slab in order to enclose it

Question
We want to add walls to an existing carport that currently has a concrete slab (about 5-6" thick).  Our local building department says we have to add a footing to support the wall.  The location is Federal Way, WA.

Can we merely dig starting at the edge of the slab, put in forms, and pour concrete to connect the existing slab with a deeper footing?

Can we "sister" a footing with the slab, use forms or blocks to build up a stem wall and then attach the wall system to that?

Other suggestions?  Thank you very much.

Hi Vicki, usually in a situation like this you can dig down and undermine the edge of the slab, dig underneath it eight inches both directions and then pour the new concrete up underneath  creating a thickened edge.  I will attach a simple drawing to illustrate..I hope this information helps, please feel free to write again regarding this or other matters, sincerely bruce e johnson..bejohnsonconsulting.com
