Question
My parents are purchasing a new home that the builder poured the foundation for 1 year ago and then filled it with soil to preserve it until it was ready to be built upon. Are there any reasons we should be concerned about this? Is it proper procedure to fill and then to dig out a foundation and if so, what problems could arise?

Perfectly understandable to backfill poured foundations.
As long as it is backfilled with selected material and non contaminated.
This would offer the top of foundation frost protection during winter freezing.

As long as the foundation is excavated again carefully to expose and surface cleaned I dont see any reason for concern.

It is carried out quite often to make the site landscape enviromentally friendly also.
