Question
i read about insulating under a pier and beam house in southeast texas and my concern is the moisture. i live in an area where there is a lot of moisture in the ground.

Answer
Hi Dean, first of all, any crawl space should have a vapor  barrier on the ground to repel the ground's moisture and keep it out of the crawl space.  This is done by covering the ground with a heavy 6-8 mil visqueen, overlap and tape the seams and edges the best you can.  Secondly, using a wrapped or encapsulated insulation will keep the insulation from retaining moisture.
Thirdly, make sure that your crawl space has cross ventilation.  This can be done by installing screened openings on each side of the foundation enclosure to allow air to circulate and remove any remaining moisture.  I hope this information helps, please feel free to write again regarding this or other matters, sincerely bruce e johnson..bejohnsonconsulting.com
