Building Homes or Extensions/wet wood

Question
Our house is built on top of a slab of concrete.  It rained a lot this past week, and while cleaning the patio, i noticed that an exposed sheet of wood (i'm guessing between the slab of concrete and the flooring inside the house) was very wet.  SHould this be of concern to me?  Thanks.

Hi Will, I am confused with your description.  If your house is on a slab why would there be a sheet of plywood on top of the slab for the flooring?  That would be an uncommon practice.  Maybe you can give me a better idea of the area you are talking about or send a photo..sincerely bruce e johnson
