Building Homes or Extensions/cement steps repair

Question
I have the usual"builders" steps. Blocks covered with cement, that are now flaking, discolored and not appealing. I'd like to repair or cover them with some sort of coating that can be brushed/rolled on with a neutral color but a thicker consistency than paint.
any suggestions?

Rich, there are certainly many products that will work.  As with all finishes, the most work is getting the surface cleaned and prepped.  All loose stuff needs to be removed.

The product that I would use would be Thoroseal
