WHAT NEEDS TO BE DONE WHEN WATER FREEZES IN THE GUTTER AND BACKS UP AND COMES IN THE HOUSE IN THE WAY OF A WET SPOT ON MY CEILING

Answer
Nancy, the standard term for this is an ice dam.    The root problem is poor insulation in the attic or blocked venting above the insulation in the attic which allows enough of your interior heat to escape and melt snow and ice on your roof.  The very best solution is to deal with improperly installed insulation which may be blocking the venting and/or installing or increasing the insulation, especially at the eave intersection.

Another cure is to install ice shield under the roofing for the first few feet.  This will require removing existing roofing, installing the product, and reshingling.

The absolute best would be to do some of both.  Curing the insulation problem is probably the best bang for our buck.
