IT HAS BEEN RAINING ALL NIGHT IT STOPED THIS MORING THE GROUND IS WET BUT NOT MUDY WILL THIS AFFECT THE CONCREAT IT IS ALLSO CLOUDY OUT

Answer
Water is good for concrete.  You do not want to pour directly into water if possible and pouring on sloppy soft mud can create problems by pushing the mud up into the concrete.

Concrete gains strength exponentially with water cure.  As soon as the concrete is set enough to not have the top washed off by rain or water, the more water the better, including holding a full flood on top on purpose.
