Answer
Athena,

Look in your yellow pages under foundations or pier drilling.

Cased piers are used where there are groundwater conditions.  They are expensive.  Dubai is built on supercompacted sand piers.  Many coastal installations are installed on driven pilings of concrete or wood.

My use of the term helical piers refer to  screwed in augers driven to remission and fastened to existing footings.  There are several patented systems.

here are many articles on helical and other piers

This sounds like you are dealing with an existing building that has some settlement issues or they are planning on adding another floor or substantial additional load on the footing.  These retrofit systems are meant to be minimally invasive.
