Question
Do I just pre drill through the stucco siding to the framing and then drill the lag bolts into the frame? It will be a pergola with the clear plastic ripple roofing. Not a lot of rain here in New Mexico but I will seal the ledger boards.

Darrell, I think the best installation of any ledger to real or sythetic stucco would be to locate all holes into framing.  Once the holes are established, drill oversized through the stucco/Styrofoam to allow installing a cut section of galvanized steel pipe.  This will allow tightening the ledger without any chance of crushing or cracking the stucco.  Fasteners should stagger rather than run down the center of the ledger.  I would caulk the pipe nipples when installing.
