Building Homes or Extensions/Gutters

Question
Dear Mr Johnson for AllExperts:

We noticed that our new construction home's gutters do not drain completely dry after the rain stops, a very thin level of water remains (the gutters are clear and not clogged).  Per the builder that's normal because grading for gutters is limited in general.  What are your thoughts on gutters not draining completely?  Is it normal?

Sincerely,
JL

Answer
Hi JL,
Unfortunately, the builder is right. There is a limited amount of
space on your fascia for pitch. The only thing negative about this is that if there is a long period of no rain, a little mold will form in
the gutters, but there is usually enough sun to keep it from being problematic.
