Question
I have been searching for hours trying to find the Fl.acceptance or Notice of Acceptance for this product.
The building department will not let me move forward replacing a window unit with this product as infill without this notice

Hi bob, most building departments in Florida require either a NOA for structural products or the seal of an engineer (P.E.) guaranteeing the structural soundness of a product or providing an engineered detail showing how this product can be installed to withstand required wind loads.  The following links might help you find the necessary information but from what I can gather the product falls short of meeting the same specifications as normal masonry which may be why the building department is skeptical.
