Building Homes or Extensions/Common Wall NYC

Question
I live in a house in NYC which has a backyard which shares a common wall with three neighbors...one on west, one on east and one on the south. The house on the south has been under construction and they have recently decided to increase the height of the common wall. Additionally they have thrown all of the cable and telephone cables onto my side of the common wall. Is this legal and who do I contact. We live right off 5th ave in Manhattan.
Thank you

Answer
Hi Judith,
It is impossible for me to assess the legality. Every town/city has different codes etc to govern this kind of thing.
I would go to your area building inspector/code enforcement officer and put the question to him or her.
Sorry not to be of help... best of luck!
