Building Homes or Extensions/pier and beam

Question
We recently purchased a small ranch that included a house about 1 hour south of Dallas, Texas (mild winter/hot summers).  The house needs leveling.  There is a concrete skirting that has insulation within the crawl space.  The bid includes removing the insulation.  The contractor says insulation there is not needed.  It retains moisture, smells over time, and can ultimately cause your floors to rot.  Would you agree that insulation is not needed?  Thanks

Answer
bt, I would spend the money to install a vapor barrier on the ground.  I would use something like Permanator That is well taped and sealed.

I would insulate, but I do think I would use rigid foam board to create a dead air pocket in the foist chambers.  I agree with the contractor that the insulation at the floor level is less valuable than walls or ceiling.
