Question
my garage is going to be about 60'L x 31'w, should i use truss
or rafters? roof will have some snow but i live in ky. so not
heavy snow.

I would use trusses in your situation - they simplify the design and construction process, and allow for easy clear spans with no interior columns.  The only possible drawback is that if you intend to have a steep roof pitch (perhaps with storage in the attic) then at 31' your trusses will be heavy and may require a crane to erect easily.  Check with your lumberyard for engineering, expected weight, and erection guidelines for trusses.
