Question
How can the moisture be controlled between the concrete floor and raised floor?  The concern is mold and mildew.

Answer
Bernadette, I guess I would need more information to answer the question.  Slabs on grade that will have finish flooring above them or on them should have a vapor barrier under the slab and/or a gravel capillary break if conditions warrant.  There are some sealers that can be applied to the concrete to reduce the amount of vapor transmission.  Visqueen will prevent the moisture from getting into the framing, but will trap moisture under it.

If you have an existing problem, you may need some form of ventilation or dehumidification to remove the moisture.
