Question
would it be ok to use two beads of caulk applied between the sill plate and the slab to stop air infiltration

Answer
Kevin, this can be used.  It is maybe cheaper and more normal to use the thin insulation stuff made for the sill seal.  If the work will be inspected, you might double check with the inspector before using the caulk to make sure that he has no objections.  If you use caulk, make sure it is exterior grade and be generous - most latex caulk shrinks quite a bit as it cures.
