Hi Bruce, I am purchasing a 1000 sq.ft. cinder block house located in southern Florida.  It was built in '73, best guess is no insulation.  It has a "built-up" roof. I'm going to gut it...what type of insulation does Fl. require for walls and ceiling? Also, would like to install a skylight on the north side...any recommendations?  How involved should I get with Charlotte Co. building dept.?

Hi vicki, Masonry construction in Florida is insulated a couple of different ways.  Foam is injected into the cells of the masonry (Tailored Foam) or sheets of 1" dense foam with a foil surface are attached to the interior wall and then the furring strips are overlaid using extra long nails or screws.  For our commercial projects we use the Tailored Foam it has a good R-value and is relatively inexpensive.   Ceiling insulation should be at least R-30 in either fiberglass attached to the rafters or laid onto the ceiling drywall from above or blown in.  Most architects are opting for the closed roof system which insulates the rafters making the attic itself a conditioned space thus eliminating moisture problems.  As far as building departments go?  If there is no Electrical, plumbing, or mechanical work involved or no structural elements are being altered then you probably don't need to worry about a permit.. but if you are redoing a kitchen and a bath  or adding windows etc., then you may need a permit..Check with your local building department.
