is it ok to use a pillar construction on a 10x10 extention on a home in sw ontario, if it is well insulated

Yes, this is one appropriate way to build, even in cold climates, if on proper footings.  Check with your local building department for possible zoning restrictions.  Be sure to do your research on the pros and cons of this type of construction, as the long term maintenance and energy issues lead some to opt for the added up-front costs of a traditional, full foundation.
