Question
I want to move my windows out to be flush with a brick wall. Can I build a non load bearing wall on top
Of the brick veneer to support the the windows?

Answer
Buddy, is this full height brick veneer?  I am at a loss as what you are trying to accomplish.

Brick veneer is non structural, it is just an alternative "siding".  I would develop some method of fastening the window and its framing to the structure that is independent of the veneer.  This might require some steel straps, built up wood,  or some other method of extending the window further out.  The window will move differently than the veneer which is why windows are installed with a caulk bead to allow the movement.
