"I am going to build a two car garage with an efficiency apartment on top that includes bedroom/bathroom/and kitchen area.  Can you guide me on what I need to do to make this project come through. A) legal permits B) Blue prints? and ground preparation that includes plumbing.  I would like to save some money by doing a lot of the preparation myself, before concrete is dropped.  I would appreciate all the information you can give me.  Thank you for your time!!!"

Hi Alfred,
To begin, There are so many different codes/restrictions in each state and community that it would be impossible for me to help in that area. You should however, be able to legally do the plumbing etc. yourself.
Your waste lines should be buried in "sand, it is much easier to deal with than most options. Make you comply with all codes, things will work so much better.
I think your water supply lines should be kept above the cement as much as possible. Maybe a main line to the addition and the rest above the floor.
As far as prints, unless the local codes require them you may save a buck by sketching them yourself.
So, I suggest you go to your local CEO (code enforcement officer) and see what is o.k. to do on yuor own...
