Building Homes or Extensions/Window installation

Question
Mr. Major,
I am building a new home in Orlando, FL. I'm concerned about the installation of windows I saw today. The installer cut off the bottom flange to make the window fit into the concrete block opening. That can't be good. What should I do?

This may or may not be a problem.  I need some additional information to answer the question.  Can you tell me the brand/model of window?  If possible, please send some photos of the work to our e-mail at info@majordesigngroup.com

Also, what is the installer's next step?  Caulking?  Window trim?  Nothing?
