Question
I am trying to define the footing itself ---Is the concrete slab and the sand or gravel under the slab considered part of footing

Answer
Bob, the sand or gravel is not part of the footing, but the slab may be.  In some southern locations, using a thickened slab foundation is common.  In this case, the edges of the slab are thickened (usually to 8" or more) with rebar, and the load bearing walls are built directly on the slab.

If you are in a northern climate and have foundation walls on footings, then the slab would not be considered part of the footing.
