Yes it does make sense to keep the wood siding up off the ground, and 8" is considered the minimum clearance.



As far as frost heaving, the concern which was not addressed, unless there was evidence of previous frost movement it's likely that the garage opening has a frost-wall under it to prevent that.  If it didn't move before it's not going to move once it's closed in and insulated.
