Do I have to let y
the seeds dry out and when is a good time to plant them I live in northeastern Pennsylvaina

Penny,

I would place the seeds on newspaper and out of direct light for a couple of weeks.  After that store in a ziplock.  

As far as sowing the seed, start the cold treatment as described earlier and start indoors under glow lights about April 1st.
