Question
For how long and at what temperature should tulip bulbs be conditioned for indoor blooming?

Answer
George,

Most tulips require about 6 - 10 weeks of moist cool to be forced.  The refridgerator works real well for doing this. Pot your bulbs, 3 to 4 per pot, up with the flat side of the bulb to the outside of the pot.  this is where the largest leaf will emerge and create a nice balance.  These bulbs need moist cool and the roots will be fairly aggressive during the cooling period.

Good luck
