Here is the plan on how most major botanical gradens plant large numbers of bulbs in small areas.

Dig your 40 x 10 area about 6" deep and remove and place the soil to the side.  Now you can place each tulip in whatever pattern or grouping you want in the dug-out space.  Sprinkle some bone meal, no fertilizer.  Carefully replace the soil so as not to disturb your patterns.

This sounds like it will be fabulous next spring.
