He has red pea size bumps on his chin. Some of them bleed and based on the way he shakes his head it looks like they itch. What could they be and or what caused them?

Sounds like an allergy.  You should probably see a vet to rule out mange.

Try changing his diet and pay attention to the area he is laying.  Is he laying on anything that he may be allergic too?

If you don't see an improvement, you should see a vet.  The bumps could become infected and then it will be harder to deal with.
