Answer
You will have to find out if when the business was sold, did the debts get sold with the business. If they did, the new owners would be responsible.  If they did not sell the debt (accounts receivables included) with the business, then the original owner would be responsible.
If you have a court judgment that is not being paid, go back to the courthouse that issued the judgment and tell them it has not been paid and you would like to file for periodic payments.
They will give you a form to fill out and you will wait for a court date. When you go back to court tell the judge you have not received any payments on the judgment and want to get paid. The judge will order the debtor to make payments to you, this will be in the form of a court order.
If you do not receive the payments as ordered, go back to the courthouse and let them know you want the debtor to be held in contempt of court for violating a court order. They will issue a warrant for the debtor's arrest. He or she will then have to pay in order to avoid going to jail.
I hope this helps!
