Question
Hi, I'm interested in starting a homebased collection agency in Louisiana.  I am currently a part-time judgment enforcer in Louisiana.  I'm researching debt buying and would like to gain more knowledge about this business.  I would like to begin reading about starting a debt collection business in Louisiana and wanted to know if you recommend any conferences or organizations that I could go to that would help me with this.

I would check out the groups available online in regards to starting an agency, for example, I have a free discussion and networking group through yahoo groups called Credit and Collections with thousands of members and it is free.  There is also a group on LinkedIn called Starting a Collection Agency along with some sub groups about marketing, software, and other start up things.

You may also want to check out the ACA which is an industry trade association, though for a startup it might be a bit expensive.
