Should a celebration be given to a person who receives a promotion within the same company? What is the business etiquette regarding a celebration  being given if person is not leaving the company?

Every company typically has protocols regarding how promotions are managed.  What level or promotion, would the celebration just be departmental or company wide?  Please clarify what you mean in your second question regarding a celebration is the person is not leaving the company.
